Background: the most prominent member of the Tions of the Tion cluster, Vladius took little interest in the politics of the Galaxy and enjoyed his position of nobleman until the news came that his elder brother had met an unfortunate accident during a hunting on Alderaan.

Tion’s paranoid nature took in an, without any actual clue about the truth on the true nature of the accident, he convinced himself that his brother’s death was brought about by Rebel terrorists hiding among the normal society. He developed his theory and took active pleasure in building a big public campaign in order to obtain public support in his hunt for Rebel infiltrates. He soon was accepted into the Court at Coruscant, where he started promoting his "hunt for the Rebels" with the tacit approval of the Emperor and where he gained more and more success and popularity. Soon he was given the title of First Dignitary, and when this happened, Tion offered the Emperor his ultimate project: a proposal of Martial Law, an organized and definitive program for the eradication of any Rebel presence in the Galactic society.
