Background: Soto is some sort of a nightmare even for the staunchest Imperial. Not actually a military, he distinguished himself in his early years in his COMPNOR activities when, during a visit of the local Governor to the structure, he proved himself most efficient –and ruthless- of any other actual Fleet Officer during a contest of military skill and strategy on the field. That earned him immediate entrance in the Academy, where he quickly demolished any opposition, enjoying and relishing the absolute dedication and fanaticism to the New Order and ready to embrace it wholeheartedly.

While excelling in the Army, though, Soto missed only one thing under military life: the continued contact with citizens, honest or not, and the prolonged possibility of bullying, mistreating and persecuting lesser civilians with the authority and the impunity his uniform allows him. So Soto jumped at the opportunity when Lord Tion offered him to become a supporter of his Martial Law campaign. Once the Law is approved, Soto, wishes of persecuting civilians without punishment will not only become true, but he will also be commended and well paid for it.
