We don't have much material for our analysis. We know of about four other states outside the imperial bounds; of them, the Chiss seems to be the less dangerous one, if only for the refuse of preventive striking- not, of course, for its military capacities- then again, this same knowledge could have cautioned them against trying to attack a more prosperous state, as the Empire probably was. Diplomatical indirect channel between these formations could have been Thrawn's Phalanx- in a very similar way to nippokorean relations via Ryukyu Islands in modern age.
The more bellicose Yuuzhan Vong are still, in imperial age, kept at bay by the Chiss themselves, who, according to our informations, fought many battles against this extragalactic population, as well as other threats that, this way, didn?t make contact with the Empire.
Finally, the Ssi-Ruuk, holding their own empire, signed a treaty allowing them to raid outer systems to obtain living prisoners for their entechment technology- supposedly, they weren't a dangerous treat for imperial control of this regions, or so the Imperial Center government thought.
