Geographical Factors
The Empire covered, at its height, about the totality of the better connectable worlds in the galaxy- connection being related with density of solar systems, thus with geographical position of said systems in the galaxy.
Connections are good- they mean easier travel, consequently commerce development, smooth military control by a fast fleet, otherwise saying economical growth and stronger political power or rather cohesion of the state's forces around the central power.
Its position therefore is very auspicious, if not the ideal one. Jurisdiction upon Inner Core Worlds could have given the benefit of a redoubt in case of serious attack involving a retreat from the other territories.
