Needing time away from Arbra, Lando visits Drogheda to see Queen Sarna. En route to the Citadel with Sarna's sister, Princess Danu, he is chased by pursuing sky-sleds. Hit, they jump and nearly fall off a cliff. Dangling from a tree root, Lando is reminded of a similar incident on Caltinia. Their pursuers flee as Harlech, Commander of the Royal Guard, pulls them to safety. Saying they were attacked by revolutionaries, he brings them to the palace, but Danu says not to trust him. In Sarna's throne room, she dismisses the others to be alone with Lando. He almost married her, but her father banished him upon learning he was trying to get to her fortune and mining business. Since his death, she has ruled, despite a band of revolutionaries with ties to the Empire. She called Lando to quell the revolution and prevent the Empire's resurrection. A servant, Ladra, shows him to his quarters, then the sisters argue over a mutual interest in Lando. Sarna tells her to take Lando to Mount Meru Mine, which insurgents have taken over, but Danu has other plans in mind. The next day, Lando leads a team of sky-sleds to the mine. Leaving guards to round up revolutionaries as they exit, he, Danu, and Harlech enter from the rear. Inside, he plans to rig a flood using a remote detonator, but is attacked and drops it, flooding the mine instantly. As revolutionaries flee the cave, Harlech's men slaughter many before Lando stops them. Angry, he brings prisoners to the Citadel for interrogation. Realizing someone warned the insurgents and that he's fighting the wrong side, he seeks the truth from Dar, a prisoner, giving him a blaster to gain trust. Harlech shoots the man, unaware the blaster is empty, and Lando angrily goes to a pub to think, overhearing soldiers bragging about quelling a democracy. He returns to the Citadel and confronts Sarna, then quits. She summons Harlech and three guards, who open fire. He assumed Harlech was helping the revolutionaries, but realizes he was wrong. Danu pulls him into a munitions room and reveals she is their contact, letting them spy via a crystal transmitter. She drags him to safety as the room explodes. Sarna orders his capture as revolutionaries storm the Citadel. He boards a sky-sled as guards pursue with jet-packs, then jumps through a window, pulling a gun on Sarna. Wishing to be King, Harlech orders them shot, but when revolutionaries enter, he refuses to surrender and is killed. Danu exiles Lando and Sarna, and as they leave in the Cobra , Sarna proposes an alliance. He refuses at first, but eventually they form a plan.
