this loose alliance of planets was ruled by anarchy at best. The planetary governments held little power, and rewarded the rich and powerful for their minimal contributions to the rest of society. Very little is actually free on these worlds, especially to offworlders. Businessbeings from Free Trader Worlds are often referred to as "thieves with business cards."
