this man was supposedly the leader of the Cloud Force unit of the Cularin Military, during the final years of the Old Republic. His existence, and that of the Cloud Force unit, was firmly denied by Osten Dal'Nay and other leaders of the Cularin military, despite documents released on the local HoloNet that were apparently exchanged between Dal'Nay and Drover. Among the documents was a detailed status report on the establishment of the Cloud Force unit and its combat readiness assessment.
