this advisory panel was formed by Chancellor Palpatine to provide advice and direction during the height of the Clone Wars. It operated under the control of the Homeworld Security Command, and was responsible for the operational planning and deployment of clone trooper specialists. This went counter to the original chain of command established at the Battle of Geonosis, when the Jedi were placed in command of all clone units. Thus, the Jedi Order was not enthusiastic about the actions of the Panel, especially after it began deploying clone troopers to planetary defense forces.
