this was a communications code developed by the Jedi Order during the height of the Clone Wars, although it was hoped that it would never be used. If a Jedi was forced to use Code 9-13, it meant that they had been betrayed by their clone troopers and needed to be rescued. Whether because of some intuition or simply because of thorough planning, Code 9-13 became necessary after Chancellor Palpatine revealed himself to be Darth Sidious, and ordered the extermination of the Jedi Order. Both Yoda and Obi-Wan Kenobi were forced to use Code 9-13, which allowed them to be rescued by Bail Organa aboard the Tantive IV.
