this was the name used by Jaster Mereel to describe those Mandalorian Mercs who supported him in his attempt to unite the disparate clans of Mandalorians under a single leader. The name True Mandalorians came about after Vizlsa and his supporters split away from Mereel and formed the Mandalorian Death Watch. Both factions were nearly exterminated during the Mandalorian Civil War.
