this was one of the many hunting droids owned by Tanis Venns, some 4,000 years before the Battle of Yavin. His wife, tired of their existence on Tatooine, reprogrammed the droid to explode if Tanis ever tried to leave their homestead. Only the timely appearance of a Jedi Knight allowed Tanis to evade the trap and get back to his life.
