this woman was a bureaucrat in the civilian government of the planet Endregaad, during the last years of the Old Republic. When Endregaad was blockade by the Corporate Sector Authority following the outbreak of the so-called Endregaad Plague, the civilian government collapsed under the strain of trying to help the populace survive. Torel herself went mad during the collapse, and barricade herself in her offices. However, she was one of the few humans who was naturally immune to the plague, and had little to fear from moving about the city. When she was questioned by the freelance agents working for Popara the Hutt - who were on Endregaad to locate Popara's offpsring, Mika - she blamed the Corporate Sectot Authority for all her troubles, and hinted that the CSA was somehow behind the Endregaad Plague.
