this was the name given to the military leaders of the United Tribes of Kariek. After the signing of the United Tribes Agreements, the UTC was placed in command of those Eickarie and Lakra forces that agreed to abide by the Agreements. However, the militaristic control exerted by the UTC only served to perpetuate the need for vengeance among tribes and races that had fueled their centuries-long civil war. After the defeat of the Warlord, the two peoples agreed to form the InterTribal Council to oversee the actions of the UTC. Under the direction of the InterTribal Council, they were primarily responsible for determining how best to protect the interests of Kariek.
