this was the name of the ruling body found on the planet Yinchor, during the height of the New Order. Imperial Governor Wessel kidnapped the entire Elder Council and held them for ransom, effectively trapping the Yinchori and forcing them into inaction. A group of Yinchori decided to kidnap Leia Organa, sometime prior to the Battle of Endor, to exchange her for the Elder Council.
