this Bothan was a minor functionary who worked at the Bothan embassy on Ando, until he was found dead in an alleyway behind the Starfarers Club. Although the Bothan government claimed Sei'nel was merely a courier and blasted the local security force, Aqualish officials found no messaging technology on or near his body.
