this was the name used to describe the uppermost levels of the cityscape on the planet Taris, during the height of the Great Sith War. The wealthy and powerful members of Taris' society fled to the Upper City in an effort to escape the crime and disintegration of the lower levels of the city, isolating themselves from the planet's problems.
