this was term used to describe the lower levels of the cityscape of the planet Taris, some 4,000 years before the Battle of Yavin. As the planet fell into disrepair, the wealthier and more powerful human natives escaped to the Upper City and left the Lower City to those they called the Outcasts. Crime and other illicit activities quickly gained footholds in the Lower City, and swoop gangs rose to power in an effort to control sections of the Lower City.
