this Caamasi served as the Adminstrator of Refuge City, during the early decades of the New Republic. He was off-planet when Caamas was bombarded by Bothan forces, and returned to focus his energies on restoring his homeworld's beauty. Elek D'cel founded Refuge City as a base of operations for the recovery efforts, and managed virtually every aspect of the city's operations.
