this Imperial Moff was the governor of the planet Quellor, during the years following the Battle of Yavin. He tried to maintain a tight reign over the stormtroopers in his command, especially when anti-Imperial rallies began taking place around the planet. When a rally formed in Terrina Square, some time before the Battle of Hoth, Moff Toggan ordered the troopers to hold their fire unless he specifically gave the order. Despite his command, the stormtroopers opened fire when an image of Emperor Palpatine was burned in effigy. All the protesters were quickly killed in the hail of blaster fire.
