this was a moving walkway which passed through an elevated tube. Movators were used to connect sealed domes on remote worlds which had no atmosphere, or a very polluted or toxic atmosphere. However, individual movators tubes were not self-sealing. Any breach would simply trigger the blast doors at either end to close down, isolating the tube until the breach could be repaired.
