this man was a member of the tactical analysis team assigned to Supreme Chancellor Valorum, shortly before Valorum was deposed. Tapps was dispatched to the Naboo System to reconnoiter the Trade Federation's blockade of the system, before Valorum sent Qui-Gon Jinn and Obi-Wan Kenobi to Naboo.
