Thurm Loogg

this Caarite was the primary envoy sent by the Metatheran Cartel to the planet Cularin, some time before the Battle of Naboo. Thurm was known as a being who would beg, borrow, or steal whatever he needed in order to favor his own interests, and he was not above killing - or having someone else kill for him - in order to get what he wanted. He once claimed to be the only non-Jedi ever to be offered a seat on the Jedi Council, and later claimed to be the mastermind behind the creation of the clone troopers that formed the basis of the Grand Army of the Republic. In the wake Velin Wir's death, sometime after the Battle of Naboo, Loogg was instrumental in regaining the confidence of the Cularin government and re-establishing the Cartel's presence on Cularin. However, the citizens of Cularin regarded Loogg as nothing more than a bully and thug, and did not share their leaders' generous opinion of him. A strange message of the Cartel's benevolence was released by Loogg shortly after the discovery of the Thaereian Military build-up in the Cularin System, in which an unusually happy and jovial Loogg proclaimed that the Cartel was only trying to act in the bests interests of Cularin. Years later, a second message was broadcast by Loogg to every communications device in the system, demonstrating a supposed weakness in Cularin's own HoloNet system. In this new message, Loogg reassured the people of Cularin that the Cartel had only their best interests in mind, and warned them of the possibility of the Separatists arriving in the system. Loogg denounced the Separatists, their droid armies, and the Sith as being "bad", "evil", and "sneaky", and implored the Cularin people to support Chancellor Palpatine's efforts to end the Clone Wars. Many of Cularin's citizens simply turned off their viewscreens, which prompted Loogg and the Cartel into surreptitiously begin installing "upgrades" to Cularin's communications systems, allowing them to have virtually complete control of everything, including the ability to turn individual viewscreens on and off. Loogg claimed that this was just another sign of the Cartel's goodwill toward Cularin, but strongly warned people not to try and modify their "new" system. He went on to say that the Cartel loved Cularin, and only remained in the Cularin System in order to ensure the protection of each and every Cularin citizen. But, he said, since Cularin seemed to want to fight its own battles, the Cartel would not interfere with the very citizens it was "sworn" to protect.
