Tork was the Assistant Minister of Defense for Garos IV, and was one of the primary focal points in the truce between the Garosians and the Sundars. He had served the Old Republic as a soldier and diplomant, and continued his service to the government when the New Order took control. When the Empire took control of the planet in order to gain access to the hibridium mines, Tork Winger was named Imperial Governor of Garos IV, primarily because the respect and praise he garnered an a native of Garos IV helped ensure a smooth transition. A strong supporter of the New Order, he failed to see that his adopted daughter, Alex, was working for the Alliance underground. Tork was nearly killed when Jaalib Brandl came to Garos IV to take control of the city of Ariana. Brandl had his own plans, and went to Garos IV to kill Winger and his daughter, thereby severing his ties to the Empire. Tork was at the center of an explosion in the Imperial garrison in Ariana, but Alex's connection to the Force kept him alive long enough for a rescue team to reach them.
