this was the name used to describe the roles of V-Tan and O-Vieve within the General Good of the planet Kegan. They formed a government which was largely democractic, although the Benevolent Guides ultimately decided which issues the populace could vote on. In this manner, the Benevolent Guides maintained absolute control over Kegan.
