this man was the leader of the Scourge, a pirate gang which worked on the outer fringes of Elrood Sector during the height of the New Order. He was at one time a member of the Alliance military, but he deserted when the Alliance's goals clashed with his own selfish morals. Chalmer was quite intelligent, but was a hopeless romantic who believed that pirates were the most honorable form of law enforcement. Chalmer secretly worked with Imperial Mining, Limited, and agreed to protect the planet Alluuvia from Radell Mining Corporation for a substantial fee.
