Shelvay, Elena
the sister of Corwin Shelvay, Elena was not killed when the Empire murdered the Shelvay family. She was brought to High Inquisitor Tremayne, who sent her to COMPNOR for training. After spending time in the Imperial Security Bureau's Re-Education program, she came to believe that Corwin was the cause of the deaths of her parents. She was brainwashed into hating him, and has become emotionally unstable and disjointed because of it. However, she also became a competant ISB agent, and was assigned as an aide to Moff Balfour.
