this mousy man with close-set eyes and a perpetual five-o'clock shadow was the Imperial Moff in charge of Parmic Sector during the Galactic Civil War. He achieved the rank of Moff despite having no natural charisma or political savvy. Some believe that these traits were the reason he was assigned to Parmic Sector. He has consistently failed to with the respect of his subordinates, and busies himself with his personal space barge, the Lady Telura.
