Rowen
an Imperial Lieutenant who served aboard the Victory-class Star Destroyer Sentinel, Rowan was once punished for publicly embarrassing his captain. As punishment, he was forced to work as an attache to the Imperial Customs office on Wroona, boarding and inspecting commercial and independent starships which passed through Wroona's spaceports. He was known as a bitter man who demanded adherence to the letter of the law, and who never - ever - took a bribe. Several spacers found that he could be sidetracked, though, by complaining about the law he was trying to enforce. Rowen would launch into a long-winded justification of Imperial law, and eventually would let the spacer go on with their business.
