this was the name given to the authorization provided by the Corporate Sector Authority that allowed certain inspections to be bypassed. They were most often issued to those starships under the Authority's control, so that they could bypass the normal takeoff, landing, and safety inspections that were performed on most other ships. Many smugglers used forged Authority Waiver forms that allowed them access to certain spaceports, despite their obviously-modified starships.
