this Imperial Customs officer served the Empire on Nar Shaddaa during the early years of the New Order. Although he was an Imperial officer, he was under the control of the Hutts that controlled Nar Shaddaa. Whenever he felt like it, he would send an unverified report on traffic and cargo shipments to Moff Sarn Shild.
