this short, squat, gnarled human served as the provincial governor of Rafa IV during the early years of the New Order. Duttes Mer was working with the Tund Sorcerer Rokur Gepta to try and find the Mindharp of the lost Sharu race, hoping to gain complete control of the Rafa System and its exports. The pair learned about the Bearer and the Emissary after hiring Ottdefa Osuna Whett to investigate the legends and history of the Toka and the Sharu. It was Gepta who planned to set up Vuffi Raa to be the Emissary. Mer and Gepta then sent Whett to the Oseon System to find a gambler who fit the description of the Bearer. He succeeded in finding Lando Calrissian, whom Mer and Gepta realized was a perfect candidate for the Bearer. As soon as Lando arrived on Rafa IV, Mer had his deputies arrest him on trumped-up charges of transporting mynocks into the system and illegal landing. Mer then gave the smuggler a chance for freedom, but only if he agreed to help locate the Mindharp. Gepta offered Lando a load of life-crystals as well, which Duttes Mer was reluctant to part with. When Lando eventually returned with the Mindharp, Mer decided to keep it for himself. He believed that its purpose was to control the minds of others, and he activated in hopes of controlling even Rokur Gepta. Unfortunately for Mer, the Mindharp was not the wondrous tool they had hoped it was. Instead, it set about freeing the intelligences contained in the life-crystals in the Rafa System and rearranging the system to allow the Sharu to return. The Mindharp then drained the life energy from Mer, who appeared to "melt" into the Mindharp, and was never seen again.
