this Imperial Moff controlled an area of the galaxy which contained the planet Hjaff. He had trouble subduing the native Tarc and their Ivlacav Gourn navy, which had a zero-tolerance policy with intruders. He hoped to gather enough forces to eventually overwhelm the Tarc.
