Kep Fortuna
this Twi'lek was the city manager of the High City of Refuge, on the planet Kidron, at the height of the New Order. He fled to Kidron after visiting his distant relative, Bib Fortuna, at Jabba the Hutt's palace on Tatooine. A collection of Jabba's jewels somehow found their way into his pockets, although Kep never found out why. He decided that running away was preferable to turning them in, and so he sold them to book passage to Kidron. There, he became a member of the High City Council, and eventually bribed his way to the position of city manager. He was considered a sneaky businessman, and those who met him were best to warily tolerate his presence.
