this galactic collections agency, which produced and maintained the Red List, was quite active throughout the era of the New Order. Over time, ICL grew into a major company which could repossess belongings, settle disputes, and collect on old debts, all with little or no advance warning. They were the largest of the collection agenecies that grew out of a lack of concern on the part of the Empire and the Corporate Sector Authority for the debts of individuals.
