this Imperial agency was responsible for authorizing salvage and recovery licenses for companies who wished to do work in Imperial space. Known as the ITCA, it ran extensive background checks on all applicants, resulting in lengthy delays before a license was issued. One of the primary regions ITCA issued licenses to was the Wastes.
