this Imperial Moff was in control of the Rettna System during the New Order. He also had jurisdiction over Freda and Jante Systems. When the Freda broke a decades-old cold war by attacking Jante holdings on Rett II, Haveland called in Imperial forces to bring about a cease-fire. He also initiated peace talks between the Freda and Jante, but neither side would concede anything, and the Freda withdrew.
