this Imperial Navy Captain was dispatched to investigate the native insurrections against Planetary Safaris. Hunting expeditions had been decimated by attacks from the "native beasts," and Alater was sent by sector governor Paro Lanto under the Dangerous Species Act to eliminate any threat. However, Alater discovered the true intelligence of the Barabels and had Planetary Safaris banned.
